Creating a citation pearl from the ASP hit on improving student literacy, I used the terms "literacy", "motivation", and "reading". WorldCat on TWU's database returned 115 hits. I limited the search to the years 2000-2007. The first two looked promising:

Specific Facet First
Searching again, this time in ASP in the TWU database. Using the exact phrase, "improving student literacy" resulted in one hit again. Still, it looks like a good one.

Continuing with my search on how to improve students' literacy by using the school library, I entered the database of Library Lit on the Texas Women's University website.
I limited my search to s1 student reading achievement AND s2 assessment and narrowed the search down to the years between 2000 and 2007. Surprisingly, the search gave exactly 1 hit, but it seems to be a good one and right on the topic. It is posted below:

Dialog and ERIC
Using DIALOG and the database ERIC, I conducted a basic building block search using the terms "reading achievement", "student evaluation", and " student motivation". This was done to research how libraries in public schools can help increase student literacy. These gave me a return of only 6 hits which included one on NCLB.
The first hit is seen below:
